Knitting pattern help: What do these instructions mean?

I've knit plenty of socks before, but the directions for this pattern are confusing me a bit. I'm knitting baby booties with 4 DPNs (36 stitches divided over 3 needles) and I've already finished the cuff. Things got confusing when I started the instep, here are the directions:
Instep:
K 12 sts on needles 1 and 2. Do not work 12 sts on needle 3.
K 1 row; P 1 row; K 1 row; K 1 row for 15 rows over the 12 sts from needle 2 only.

You are knitting the instep flap, kiddo, which is why it may not make sense to you yet. This flap is knit flat, but on this pattern you have to get to where the flap is supposed to be. So you knit the 12 stitches on the first needle and the 12 stitches on the second needle. Forget the third needle is even there, in fact, you are now going to forget the first needle is even there, and just work on needle 2's stitches and knit them flat rather than in the round, in stockinette stitch by knitting and purling back and forth. However, since you've already knit these stitches once, to continue in pattern you need to knit the 12 stitches back to complete the first row of the heel. Why? because your booties have a stockinette stitch pattern broken up by a reverse welt (those purl bump welts) and you need to do it in pattern. This one has a 4 row pattern, k1 row, purl 1 row, knit 2 rows, repeat. You'll end the last pattern in the middle of the knit 2 rows part, then you'll go to that Next Row part to shape the toe area.

This isn't a bad little pattern, just a bit confusing.
