question about spriteing on handheld games like pokemon etc?

I was wondering how do people get there own sprites downloaded onto their pokemon ruby /saphire, and diamond/pearl,earlier searching youtube I saw a naruto sprite on a pokemon game, and I would like to know how I could make my own sprites also

You have to be a very experienced game recoder.
First of all, you need the equipment, second of all, you need the software.
Adding sprites to replace old ones in a GBA cartridge is not complicated at all. Look up GBA Roms or something like that, one site I found will have the equipment you need. I didn't look well enough to find the software. Look up Pokemon GBA Hacking and Sprite replacement Tutorials on Youtube. It should be pretty easy to find. I hope I helped!
